I think I know that Federal tax debts can't be discharged, but what about State taxes? Can obligations for past due child support be discharged? Are there differences depending on the debtor's state of residence? Am I even asking the right questions?

I don't think you can get discharged from not paying the child support, can you? I mean that would be wrong!

You cannot discharge taxes (state, federal, or local) or domestic obligations, and in many cases student loans are not dischargable.

The discharge of debts is the same across the states. Exemptions of real and personal property are different according to the state you live in.
For Example: a debtor can choose in Michigan whether to use state or federal exemptions. State exemptions are usually used if the debtor and non-filing spouse have a lot of equity in real property.
